STATE REGULATION OF POLITICAL SAFETY OF THE RUSSIAN SOCIETY
Abstract
Russian society; stabilize a problem of state regulation
of political safety of the Russian society.
State regulation of political safety is a process
of system infl uence certain (determined) by forecasting
and the control that assumes methods of realization
of a specifi c goal, professional selection of the
staff and the experts, capable to decide (solve) tasks
in view on a safety of the Russian society.
Realization of regulating infl uence assumes
development of legal mechanism of state regulation
of political safety of the Russian society, and basic
function of the given mechanism is a revealing conformity
of actual event with the planned positive result.
In scientifi c polemic concerning the purposes
of maintenance of political safety of modern Russia
the range of opinions is very wide, but the main idea
and an element of a policy (politics) are a citizen and
a society.
The submitted imperative of activity of power
structures actively infl uences effi ciency of state regulation
of political safety and depends on that:
1) As far as needs (requirements) of citizens
and national interests of modern Russia are taken
into account.
2) As far as the mechanism of coordination in
actions of power structures in realization of a state
policy is active at formation of elements of a civil society.
For revealing political safety of modern Russia
it is necessary to address to the analysis of the concept
political safety which demands today the scientifi
c conceptual defi nition.
The concept political safety, is considered
(examined) today as set of the various sociopolitical
phenomena having of many (a lot of, much) directions.
One of them considers (examines) safety as system
of measures of the state and a society on protection
of political interests of the country and citizens.
Another, as a condition of the nonviolent public attitudes
(relations) excluding achievement of political
ends in the armed way. The third, as the political and
legal decision of the problems connected to reduction
of sociopolitical intensity. The fourth, as the sociopolitical
phenomenon in which the determining
role is played with the confl ict.
The modern political analysis yet in a condition
to capture as a whole a problem of defi nition of
political safety by virtue of lines of the reasons: fi rst,
traditionally political safety consider (examine) as
safety of the state bodies, offi cials and their activity;
second, the harmonious concept of political safety
of the Russian Federation is not created yet; thirdly,
today a signifi cant part of researchers study foreign
policy and internal political safety, to a great regret,
as at times independent directions of one process.
In a stable society citizens are concerned with
preservation of external safe conditions for realization
of internal potential of development of the state. These
conditions are characterized by exception of military
threat - both the most dangerous, and less dangerous,
but rather irritable for democratic society - streams of
refugees, terrorism, infl ow of migrants, an aggravation

environmental problems and others.
The certain law is looked through: the well-being
of a society is higher, the more sharply in it (him)
these are perceived - not military threats.
The government in a modern Russian society
is rod making political safety that is caused by a
number (line) of circumstances.
First, eff ective functioning of mechanisms of
state authority provides a necessary degree of stability,
both political sphere, and all public system.
Second, through power structures regulation
of political processes in a society is carried out.
Thirdly, the state authorities carry out a management
(manual) and direct activity of the special
organizations and establishments which are engaged
in localization and neutralization of arising threats for
a society.
Political safety is an ability of the government
under any conditions to provide eff ective development
of a society. Naturally, bodies, institutes of authority
are obliged to conduct constant monitoring
real and potential threats in political sphere of a public
life.
The supreme bodies of state authority, political
elite, and also power structures play a key role in
maintenance of political safety of a society and are
primary subjects of its(her) maintenance. It is important,
that outside of process of maintenance of political
political
safety there were no public organizations and as
a whole a civil society. Only the state, civil structures
can provide with the joint, coordinated eff orts forward
development of modern society and guarantee
stability of his (its) political system.
It is possible to apply such formula to research
of state regulation and political safety of a modern
Russian society: than democratic institutes, the above
a standard of well-being of a society are more stable,
the it shows smaller readiness to any sort foreign policy
and the more so to military adventures.
Regions in sphere of political safety in a modern
Russian society pass the becoming, from foreign
policy independence which was considered (examined)
in Moscow mainly in view of threat of the
further disintegration of the state, before formation
of the regional groups united by similar or uniform
interests to conducting of foreign trade activities, as
regions of Kaliningrad, the North and the Far East.
By way of political safety restoration of Russia
as great-power is treated in interests of it's (her) citizens.
Internal parameters of work of state structures
are not unequivocal: on the one hand the political
system is aimed, goes on the way of democracy and
the market, with another, the opportunity of return
(when internal conditions will allow) to full-scale

Today it is possible to ascertain, that there has
come (stepped) stabilization, in the certain degree,
and simultaneously to note, that the undesirable sociopolitical
processes having a place in the Russian
society that is completely normal were showed. It is
important to explain also that Russians test increasing
feeling of pride of strengthening of internal and
external positions of the country guaranteeing substantially
own political safety, in everyone cases, in
immediate prospects.
Thus, the interrelation of external and internal
threats of political safety of Russia is doubtless,
and the system approach in political research allows
to establish essential interrelations between various
social processes, the phenomena so - to develop effectual
measures in the fi eld of political protection.
Taking into account all complexities of the
Russian internal policy, it is possible to speak about
occurrence of stable elements in a matrix of political
safety. It: the certain set of the participants responsible
for neutralization of external and internal threats;
amplifi cation (strengthening) of organizing interaction
of internal and external safety; formation of elements
of the civil society, allowing to do (make) a
policy (politics) of the Russian state of offi cials predicted
and independent only from will.
